JOB SUMMARY: Operations Chief

JOB CLASS: Exempt, Full-Time

SUPERVISION RESPONSIBILITY: City Manager

Under general administrative direction from the City Manager and Fire Chief, directly responsible for supervision of paid fire personnel, maintains records related to fire department emergency responses and equipment; prepares periodic reports on fire department operations and run statistics; evening and weekend work may be necessary; and does related work as required.

JOB DUITES:

Supervise, control and direct activities of paid fire department personnel as well as respond to emergency calls; in conjunction with the Fire Marshal, conduct comprehensive education program on fire safety and fire prevention in schools, civic clubs, public and industrial organizations; maintain accurate records; prepare reports; prepare and implement an annual departmental budget; responsible for maintaining all fire equipment, apparatus and station facilities; responsible for maintaining compliance with Texas Commission on Fire Protection; read, write and converse with the public, other city employees and officials; prepare fire reports and other miscellaneous forms utilized by the department; display good decision making abilities; walk, carry, lift, push, pull, climb, sit, kneel, stand and squat for extended periods of time; occasionally work in extreme cold, heat and temperature swings; some exposure to dust, fumes, smoke, mechanical and explosive hazards; answers incoming telephone calls and writes messages; operates PC, and all office machines; types and files forms, charts, statements, letters, memos, reports and other departmental documents; prepares statistical data related to fire prevention and fire safety; assist with programs directed towards fire prevention and fire safety; presents information in public meetings to City Council and general public; communicates effectively and courteously with other employees and the public in writing, in person and by telephone; coordinates duties with other city departments involved in fire prevention and fire safety; attends meetings of the City Council; read maps, plans, documents; interfaces and counsels with the public on a daily basis with questions requiring knowledge of policies and procedures;  in conjunction with the Fire Marshal, prepares and implements annual departmental budget; presents information in public meetings to City Council and general public; assist Fire Marshal with emergency management operations as needed.

OTHER JOB FUNCTIONS:

Word processing and data entry required; controls, trains and evaluates firefighter personnel; ability to lift, carry, push, pull, hold or climb with 50 pounds of supplies or equipment; works with appropriate state agencies; administers consultant contracts in compliance with City and State requirements; represents the City at inter-city and regional meetings. 

REQUIRED EDUCATION, DEGREES, CERTIFICATES and/or LICENSES:

Class B Texas Driver’s License; hold an Advanced Structural Firefighter certification from the Texas Commission on Fire Protection or able to obtain with one year of hire.

EXPERIENCE, TRAINING, KNOWLEDGE and SKILLS:

A demonstrated ability to effectively deal with elected and appointed officials and the general public; knowledge of modern methods of municipal fire administration and fire prevention techniques; knowledge of modern fire suppression techniques; leadership training is preferred; knowledge of NIMS and Incident Command is required. Knowledge of wildland firefighting is preferred; knowledge of modern rescue techniques is preferred.
