Job Summary:

 

The job description/summary of duties listed below is meant to serve as a guideline as to the majority of the duties to be performed by the employee functioning in this capacity.  It is in no way to be considered all-inclusive, since there will from time to time be tasks and responsibilities assigned in order to maintain the daily operations of the wastewater treatment plant and the City.

 

The ultimate objective of the wastewater treatment plant operator is to produce the best quality effluent possible from the treatment plant.  In attempting to achieve this goal, we are trying to ensure the plant will function in such a manner that no violation of the City’s state or federal discharge permit occur.

 

Essential Job Functions:

 

Periodically inspect all units and related equipment in the plant to assure proper operation.  At the minimum, this will consist of a complete inspection at the start of each day, and at the end of each day; record miscellaneous data from instruments such as elapsed time meters, flow meters, etc. on the proper logs, books, etc.; document any and all problems, malfunctions, unusual circumstances, etc. in appropriate records; collect samples at various locations in the plant necessary to verify compliance with permit parameters, as well as determine plant performance; perform necessary process control tests as instructed to assure proper operation of the plant.  These include pH, dissolved oxygen, temperature, fecal coli form, solids analyses, tests necessary to calibrate lab instruments, and possible other tests as needed.  In all these analyses, proper sampling techniques will be utilized and quality assurance and quality control procedures will be followed.  All results will be fully and properly documented in the appropriate records; consult with the laboratory analyst regarding lab results as they pertain to plant operation, and based on these results, collaborate with the lab analyst regarding possible causes of and/or solutions to plant performance deficiencies; perform both preventive and restorative maintenance as needed to maintain all equipment in proper working order; perform duties as needed to maintain the cleanliness and properly groomed appearance of the plant grounds and associated structures.  This includes, but is not limited to, cleaning plant structures and equipment, mowing, trimming, shredding, picking up trash and litter from the grounds, obtain and maintain the necessary certification as required by regulations set by the Texas Commission on Environmental Quality.  Attend the training classes required to obtain and renew certification; cooperate with the Chief Operator and his superiors in completing assigned tasks in a timely manner.  Work in a positive manner with fellow employees to carry out assignments; lift and carry up to 100 lbs.; push, pull and drag up to 150 lbs.; sits, stands, bends, kneels, twists, stoops, squats, walks, climbs and crawls for extended periods of time while participating in wastewater operations and inspecting equipment; works indoors and outdoors in extreme temperatures including heat, cold, temperature swings and inclement weather; some exposure to dust, odor, electrical, mechanical and toxic hazards, using proper safety precautions; climbs ladders of various heights; works in tight or enclosed areas such as trenches, ditches, manholes, etc.; works bent over or on knees for extended periods of time; walks through brush or entangled areas along creeks and other areas; operates equipment and tools; works in confined spaces using proper precautions and safety gear; performs heavy manual labor; communicates courteously and effectively with other city employees and the public; communicates effectively in person, on the telephone, or in writing in the English language; subject to twenty-four hour call; works weekends and holidays when required; involves close contact with other employees of the city and moderate contact with members of the public; arrives promptly for work at scheduled time.  Shall be knowledgeable of and shall be responsible for complying with all EPA regulations, TCEQ regulations and all other regulations, statues and ordinances that relate to Wastewater Treatment Plants.

 

 

 

Other Job Functions:

 

Perform preventive and restorative maintenance on vehicles, machinery, tools and equipment; promotes job safety; acquire working knowledge in all phases of wastewater treatment.

 

Required Education, Degrees, Certificates and/or License:

 

High school diploma or GED; some college preferred; Texas Class C Drivers License;  Must have a Class “B” Wastewater Operator Certificate of Competency issued by Texas Commission on Environmental Quality.

 

Experience, Training, Knowledge and Skills:

 

Knowledge of operation of hand tools, understand and follow written and oral instructions; mechanical aptitude to make minor repairs and adjustments in the field preferred; knowledge of proper techniques, safety precautions and methods used in wastewater operation preferred; comprehension of written material of a technical nature; staying current in the latest techniques and skills required in wastewater operations.
