Job Title: Director of Wastewater Treatment
Job Class: Exempt, Full-Time
Supervision Responsibility: City Manager
Job Summary:
Under general direction; directs the planning, operation, maintenance, and improvement of the Wastewater Treatment Plant. Reports to the City Manager.
Essential Job Functions:
Manages and evaluates employees, schedules, and assigns workload
Performs manual labor as needed and assists employees with difficult jobs
Provides advice on work methods and procedures
Interprets and maintains operating logs, gauges, meters, data, and other plant measuring devices and records
Investigates accidents and equipment failures
Consults with engineers and contractors; supervises and inspects large construction and maintenance projects
Prepares specifications and estimates on construction jobs and related improvements
Prepares annual reports, special reports, budgets and maintains records
Develops policies, procedures, and long-range plans
Researches information for replacement of vehicles, machinery, tools, equipment, and specialized materials and approves purchase of materials, supplies, and equipment
Enforces City and departmental rules, regulations and safety policies
Uses professional judgment, displays initiative and promotes teamwork
Represents the City at hearings concerning wastewater issues
Works with and reports to appropriate State and Federal agencies
Communicates courteously and effectively with other City employees and the public, in person, on the telephone or in writing; in the English language
Makes presentations at meetings
Sits, stands, stoops, kneels and twists for extended periods of time; lifts and carries up to 100 lbs, pulls, pushes or drags up to 150 lbs
Works indoors and outdoors in extreme temperatures including heat, cold, temperature swings and inclement weather; exposure to dust, odor, electrical, mechanical and toxic hazards using proper safety precautions
Subject to twenty-four-hour call, work weekends and holidays as needed
Other related work as required
Required Education, Degrees, Certificates and/or Licenses:
High school diploma required
Class “B” Wastewater Treatment Operators License issued by Texas Commission on Environmental Quality
Experience, Training, Knowledge and Skills:
Applicant must have at least five (5) years experience in wastewater construction, treatment, operation and maintenance; including three (3) years of supervisory experience.
Knowledge of methods, materials and equipment used in wastewater facilities construction, maintenance and operations
Knowledge of supervisory techniques; experience in planning, organizing, directing and controlling staff in complex and technical aspects of specific operational tasks
Knowledge and experience in long-range planning, record keeping, writing reports, reading and interpreting engineering drawings, plans and specifications
Knowledge of PC and database software applications
Experience in leading, directing and effectively communicating with the public, other City employees, Department Directors and the City Council
